Why does every Atlanta home have the same ugly basement ceiling tile?

Last week I was at a house in Decatur for a repair quote and the homeowner had that old popcorn-style drop ceiling in the basement, the kind with the little holes. My buddy who flips houses in East Point says 8 out of 10 places he buys still have that exact tile from the 80s, even when the rest of the house is updated. I noticed it again this morning on a listing for a 3BR near Brookhaven, same pattern, same dusty brown squares. Is there some rule that Atlanta builders used one giant truckload of these things back then and they just never stopped installing them? Anyone else constantly running into this weird citywide leftover, or is it just the houses I keep walking into?
