Realized my job hunting process was all wrong after a 3 week dry spell

I spent six months blasting out modified resumes and generic cover letters, thinking volume was the answer. Got maybe 4 callbacks out of 80 applications, and each one ended with the same question, so why are you applying for this role? Last Tuesday I sat down with a hiring manager in Phoenix who pointed out my resume listed skills but zero proof of impact, like saying I handled payroll but not that I cut processing time by 15%. She told me to rewrite everything around one metric per job and apply to only 5 places a week. Did that for two weeks and got 3 interviews from 10 applications. Has anyone else found that narrowing your focus actually beat casting a wide net, or was my rejection rate just bad luck?
