The condo board that rewrote the parking rules mid-meeting

I sat through a 2 hour HOA meeting in Phoenix where they slipped in a rule change about visitor parking after most owners left, and now a neighbor got a $60 fine for a car that was only there overnight. The fine was technically valid because the vote passed with the quorum that stayed, but it feels like a gray area on whether notice was actually 'reasonable.' Has anyone else seen a board or council pull a similar move with a quorum trick, and did you fight it or just pay?
