The storm drain project in Tampa hid a bigger issue than the news let on

I drove past the new drainage work on Hillsborough Avenue last week and noticed the crew was ripping out the same pipes they installed 6 months ago. The local coverage said it was a routine upgrade, but one worker told me the original contractor used the wrong grade of concrete, so the whole thing is failing early. That repair bill is going to hit property taxes either way, and nobody in the media is asking who signed off on the first job. Has anyone else seen this happen in their city with public works projects that get glossed over in the headlines?
