Found out a $3 brake cable costs the same to make as a $25 one

Was reading an old shop supplier catalog from 1998 that listed the cost per unit on bulk cables, and the cheap and pricey ones came off the same line in Taiwan. So is it all just the housing and the end caps that decide what we charge people?
