My neighbor's $200 Costco run taught me a hard lesson about meal planning

I overheard him bragging on the porch about how he spent $200 on snacks and frozen pizzas but still had to order takeout by Thursday. Dude literally had nothing to cook with, just boxes and bags of stuff that didn't make a real meal. How do you plan for a week of eating when every budget buy seems to add up to nothing?
