Had a week where I got TWO job offers after 8 months of silence

I applied to 47 places, got ghosted by almost all of them, then suddenly last Tuesday I had interviews with both a local marketing firm and a tech startup in Austin and they both sent offers within 48 hours of each other, seriously what even causes that timing weirdness?

I saw a hiring manager say once that companies batch their decisions at the end of the month, which might explain that whole timing thing.

The "batch decisions at the end of the month" thing is partly true but not really how most places work these days. I used to think that too until a buddy in HR explained they actually batch stuff more by the week or even twice a week depending on the role. End of the month is more about them closing out their hiring budgets or reporting numbers, not when they actually make the call. So you might see a delay in getting the email but the decision was probably made way before that.
