The restaurant inspection scores in my county are public, but nobody checks them until after they eat

I pulled the health department records for 40 places near downtown Portland and found that 12 of them had critical violations in the last 6 months, yet they were packed every night, so is knowing the score before you order actually change where you eat or is it just a scare tactic that never gets used?

Honestly the score only matters if you've got food allergies or a weak stomach, people treat eating out like a gamble they already accepted when they walked in. The real issue is nobody cross-references these scores with the actual time of day, a place can nail a 7am inspection and turn into a biohazard by 8pm rush. If someone built an app that showed live risk based on when you're actually ordering, that'd flip the whole thing on its head.
