The $400 parking ticket that made me hire a lawyer finally

I got hit with a $400 ticket for a street sweeping violation in Lakeview at 7am, but the signs were buried under construction netting and I had photos to prove it. I tried fighting it myself through the online portal twice, both times got form letter denials with no real review. Anyone else find that the city just ignores self represented people until a lawyer sends one letter?
