Unpopular take on the Cook County eviction diversion program

I sat through a landlord-tenant webinar last Tuesday where the mediator kept pushing the diversion program as a win-win, but my experience says otherwise. My tenant in Logan Square owed $6,200 in back rent and the program just stretched the payments over 9 months with zero enforcement when they missed the first two. Is anyone else seeing these agreements fall apart before the ink dries, or am I just dealing with the wrong tenants?
