My neighbor laughed at me for putting cardboard under my garden mulch

Last spring I spent a weekend layering wet cardboard sheets under 6 inches of wood chips in my backyard veggie beds. My neighbor Bill said I was wasting time and it would just blow away. Cut to this August when I pulled back the mulch to find zero weeds and the soil was actually damp underneath during a dry spell. Bill's yard was full of crabgrass and his soil was bone dry. Has anyone else tried sheet mulching with cardboard or did I just get lucky with my soil type?

All 3 times I tried cardboard mulch I thought it was fine, but you're the second person this week saying that so I'm rethinking it now.
