Trying to get my apartment building to start a compost bin took me 8 months

I had to talk to the manager, then the city, then find a company that would pick it up for a building our size. I finally got a yes last week after making flyers and getting 20 neighbors to sign a paper saying they'd use it. Has anyone else had to do this much work just to keep food scraps out of the trash?

My town started a yard waste pickup program last year. They gave us these little green bins. The first week, half the street put plastic bags full of leaves in them, which you can't do. The truck just left them on the curb. It took three months of wrong items and missed pickups before people finally read the sheet they mailed us.

Oh man, I was definitely the person with the plastic bags (I just never read the rules).

Wait, three months? Nobody on that street bothered to read the sheet for three whole months? I can't wrap my head around that. You'd think after the first couple of times the truck just left your stuff there, someone would finally crack open that paper. That's almost impressive levels of ignoring instructions. Did they just keep piling plastic bags in there hoping magic would happen?
