My $40 traffic counter vs the city's 80 grand sensor, guess which one was right

I run a small food cart near the Pike Place Market and needed pedestrian numbers to pick a new spot. City published data said 12,000 people pass their corner daily. I set up a cheap clicker counter for 3 days and got 4,800 max. Turns out their sensor counts any car that drives by within 20 feet, not just people. My rent choice came down to trusting my own count and I'm glad I did. Has anyone else found official traffic stats that were way off from a manual count?

City numbers must've counted my hangry customers as cars, especially on taco day.
