Hired a "pro" painter who said skip the primer, now I'm stripping walls

My brother-in-law insisted I didn't need primer on the new drywall in my garage, said it was a waste of $40. He's done a few rentals so I listened. Six weeks later there's bubbling all along the bottom where moisture seeped in. I just spent two evenings with a heat gun peeling off big chunks of paint. Has anyone else dealt with this after trusting the wrong person's shortcut, and is there a better fix than just scraping and repriming?

Ugh, the classic "I've done a few rentals" expert. Your brother-in-law saved $40 and cost you a weekend, that math checks out. One thing nobody mentioned: check your drywall seams and tape while you're in there. If the moisture got in, the tape might be failing too, and no amount of priming fixes that from the top.
