Oh man, that's the worst feeling. I had a can of spray varnish that did the same thing, left this awful cloudy film that never went away. Those quick-dry promises are such a trap sometimes. You just want to finish a project and it ends up costing you more time and money. Sanding that mess off was a full weekend I'll never get back.

Try wiping it down with mineral spirits first.
