Why does everyone insist on sanding down to bare metal for every single repair?

I spent 3 hours on a 2015 Civic rear quarter last week using a DA with 80 grit when a buddy showed up and told me to just feather the clear and prime over the factory paint that wasn't peeling. It saved me a full afternoon and the adhesion held up fine on a test spot. Am I the only one who thinks over-sanding is a huge time waster?

Tried the same thing on a beat-up Ford work van last year and it worked perfect, just feathered the clear and hit it with sealer before paint.

My neighbor spent 6 hours buffing every scratch out of his F-150 before selling it last month, and I told him he could've just hit the bad spots and called it a day. People get stuck in this mindset where they gotta tear everything down before they fix it, even when the shortcut works just as good.
