Got hit with a $9 "city tax" on a hostel in Lisbon that no booking site mentioned

I booked a cheap bed in Lisbon for 3 nights and the listing showed one total price, no mention of any extra fees. When I showed up the guy at the desk said there was a 9 euro city tax I had to pay in cash, and the same thing happened at a place in Porto a few days later. How do you all figure out the real total before booking, do you just email every place and ask?
