Consider building a "critical use" section based on how a workshop first aid kit works. Designate one small pouch for absolute essentials you'd need in the first 30 minutes anywhere, like a phone charger or meds. That pouch stays buried in the same spot every time, so you never panic searching. The rest of the bag gets organized around that core.
