That TikTok influencer's apology about the fake charity fundraiser still bothers me

Saw a girl with 2 million followers post a crying video last month saying she 'messed up' after taking $15k from a GoFundMe meant for a local animal shelter in Austin. She claimed she spent it on 'admin costs' but never showed a single receipt. Her fans are all saying 'she's learning' and forgiving her, but the shelter director came out and said they got zero dollars. Does a vague apology with no real plan to pay it back count as genuine remorse or just damage control?
